principals. John
Clouse, Kathy McDonnell, and Martha Hyder are life-long
professionals in the environmental field, with outstanding
knowledge, experience, and background. Our Technical Partners round
out our team’s capabilities.
Wind River’s principals partner with a select group of
individuals to extend our capabilities and to enhance the service
and responsiveness we can provide our clients.
John
M. Clouse Mr. Clouse has 30+ years of air
pollution control, permitting, and compliance experience. He is a former employee of
the Colorado Air Pollution Control Division, where he began his
career as an inspector and advanced to manage the New Source Review
(NSR) Section, the Compliance Monitoring Section, and the Program
Operation and Development Unit.
Martha
W. Hyder Ms. Hyder has over 25 years experience
in air quality permitting, modeling, and compliance assistance. Her areas of expertise
include air dispersion/deposition modeling, PSD air impact and Class
I area analyses, air permitting and permit training, software
development, and comprehensive environmental impact analysis.
Kathleen G.
McDonnell Ms. McDonnell has over 17
years experience in air quality/regulatory compliance and
permitting. Her areas
of expertise include best available control technology (BACT)
analysis, emission estimates and inventories, air permit application
preparation and review, environmental impact analysis, and
regulatory compliance audits/assessments.

Our
experience and expertise. Many of our competitors have
much larger companies—but are their air quality capabilities
actually superior? Our
team has over 150 years of air quality experience. We’re not newcomers to the
air quality arena, unlike some firms that “discovered” air quality
after the 1990 Clean Air Act amendments. In contrast, several members
of our team began their careers in air quality prior to the 1977
amendments. Our team
includes engineers, scientists, regulatory experts, health and
safety professionals, and document specialists, each with a proven
track record in their chosen field. There’s no substitute for
that kind of experience.

apply that experience and expertise to each and every project. Staffing
is critical to any project and our unique organization allows us to
provide the technical expertise appropriate for your needs. We keep our quality of
services high and our costs reasonable by ensuring that each project
team member is a contributing technical professional. Our principals don’t just
market or supervise, but instead actively participate in each
project. In our
organization, complex analyses are not delegated to inexperienced
personnel. The correct
expertise is applied to each challenge.

We’ve
“been there, done that”.
Consulting
provides opportunities to see many problems and many solutions. The breadth is
valuable--what’s learned on one project may be just the idea someone
else needs down the road.
But depth is important, too. Several of us have been
responsible for ensuring that a facility is in compliance with air
quality requirements on a day-to-day basis. We understand the importance
of budget limitations, corporate policy, and corporate culture, and
know that each organization has it’s own way of doing business. What’s unusual is that we’ve
also been on the other side of the fence—working for regulatory
agencies responsible for implementing and enforcing air quality
regulations. We
recognize that industry and agencies don’t always speak the same
language or understand what drives the other. Our experience with both
ensures our credibility as a go
between.

Our
years of experience plus the diverse backgrounds of our principals
and Technical Partners ensure that we are “plugged in” to the air
quality scene, both regionally and nationally. That translates into an
extended network of contacts that we can put to work for our
clients. We know where
to find information and who to talk to. Through our personal
networks in the air quality field, we can often get the answer when
others can’t. And if

Partners or tap into other organizations providing engineering,
health and safety, or broad environmental expertise.
