Ms. Hyder manages projects involving turnkey air quality support, environmental permitting, air quality inventories, regulatory analysis and compliance support, dispersion modeling, air monitoring, environmental audits, and actinide migration research.  Ms. Hyder has over 24 years of experience as an environmental consultant, and air quality regulatory specialist and modeler.

 

Air Permitting and Modeling

 

4                Directed air quality impact analyses and dispersion modeling for combined PSD and Title V operating permit applications for several large, natural gas-fired power plants in Arizona.  Projects included modeling protocol preparation and negotiation, permitting strategy development based on preliminary modeling results, NAAQS and increment analyses using ISCST3; Class I area visibility and deposition analyses using CALPUFF in both screening and full analysis modes, VISCREEN, and PLUVUE; HAPs modeling; additional impact analyses; and document preparation.

 

4                 Directed dispersion analysis project for a Montana refiner.  Modeling focused on development of permitting strategies for refinery modification project, in light of contemporaneous SIP call as well as projected future cogeneration project.

4                 Directed air permitting program for phased major modifications at a Wyoming refinery.  Prepared two PSD applications, including regulatory analysis, emission estimation, BACT review, dispersion modeling, and additional impact analyses.  Worked with refinery staff to jointly develop comprehensive applicable requirements analysis and Title V permit application.

4                 Prepared Title V operating permit strategy for Colorado brewery, can plant, and glass bottle manufacturing facilities.  Project included directing regulatory research and SIP analysis, as well as designing worksheets and presentation formats for application materials necessary for 200+ emission units.  Prepared and submitted six Title V application for various component facilities.

4                 Directed preparation of regulatory history for federal and Colorado new source review, PSD, ozone ambient air quality standards, and VOC definitions from 1970 to 1990s.  Review focused on the timing of regulatory changes in parallel with emissions history of a Colorado manufacturer.  Product was used by client in resolution of permitting issues.

4                 Directed preparation of applicable requirements analyses and emission inventories for several mid- western grain elevators for Title V compliance.

4                 Directed preparation of emission forecasts for Colorado utility company for use in future planning activities.

4                 Acted as dispersion modeling task leader for environmental assessment of two San Francisco Bay area chemical complexes.  Prepared modeling analyses for health risk assessment, accident analyses, odor impacts, regulatory compliance, and biological effects studies.

4                 Prepared dispersion modeling analyses for several large oil and gas development projects proposed off the Santa Barbara, California coast.  Prepared completeness reviews for the county air regulatory agency.  Contributed to development of a hybrid offshore/onshore dispersion model based on OCD and wrote county guidance document regarding its use.

4                 Evaluated air quality siting requirements for a proposed power plant east of Pueblo, Colorado. Project involved assessments of several proposed sites based on wind flow and pollution potential analyses and modeling.

4                 Prepared climate and air quality baseline analyses for existing and proposed ski resorts in Colorado (Vail, Telluride, Rifle, and Adam’s Rib).  Prepared air quality impact assessments including emission estimates for spaceheating, recreational woodburning, and traffic sources.  Acted as air quality representative for EPA team at public hearings in Vail.

4                Sited and analyzed data from air quality and meteorological monitors for coal, titanium, platinum, and molybdenum mines in Colorado, Utah, and Montana.  Performed air quality impact analyses for several proposed or operating coal mines in Colorado.  Wrote air quality portion of BLM Environmental Assessment for underground coal mine near Paonia, Colorado.

 

On-Site Air Quality Support

 

4                Directed staff of 10 providing on-site air compliance and monitoring support at DOE site in Colorado.  Scope of work included review of all projects and processes at the site for air regulatory requirements; preparation of permit applications (NSR and Title V); guidance to site staff on compliance with state and federal air regulations, including radionuclide NESHAP requirements; dispersion and dose modeling; preparation of reports, presentations, and programmatic documents; compliance audits; coordination, oversight, and data analysis/presentation for air effluent, ambient, and meteorological monitoring (including radionuclide monitoring), and database design/maintenance.

 

4                Managed project providing on-site air quality support for Colorado beverage manufacturer.  Scope included review of regulations, preparation of regulatory review tools and permit applications, managing compliance data, stack and emission inventory for criteria pollutants and hazardous air pollutants, and guidance to plant staff regarding compliance with state and federal air regulations.

 

Multidisciplinary Environmental Studies

 

4                Air quality task leader on Environmental Impact Report for modernization of Class I hazardous waste landfill in southern California.  Estimated fugitive dust, organic vapor, and combustion contaminant emissions from construction equipment, waste oil and fuel storage tanks, wind erosion, stockpile erosion, water treatment, and solidification process equipment.  Modeled to determine regulatory compliance and health risk.  Prepared mitigation recommendations.

4                 Directed preparation of Environmental Impact Reports or Environmental Assessments for coal-, biomass-, and natural gas-fired cogeneration projects in central California.  Prepared air permit applications for two of the projects.  Acted as an intermediary for developer and regulatory agency.  Represented lead agency in public hearings and provided litigation support to applicant.

4                 Prepared a Negative Declaration for a coal terminal in Wasco, California.  Represented the lead agency in public hearings.

4                 Prepared regional background air quality analyses for federal oil shale leasing and management Environmental Impact Statements.

Environmental Audits/Assessments

 

4                 Directed environmental audit/compliance assessment for a sugar beet refinery in Nebraska.

4                 Directed multidisciplinary environmental/health and safety management systems audit program for major food and beverage manufacturer and subsidiaries.  Program included approximately 55 separate audits, including field inspection, regulatory review, report preparation, and facility and management debriefings.  Designed audit software to prepare questionnaires for use in audit program, to manage data collected, and to aid response tracking.

4                 Assisted Colorado manufacturer with preparation for RCRA generator compliance audit.

Air Quality Research and Model Development

 

4                Designed and implemented fugitive dust deposition study at surface coal mine near Craig, Colorado.

4                Directed multi-year analysis of actinide migration through the air pathway from a DOE facility in Colorado.  Scope included development of resuspension estimating methods, and preparation of dispersion modeling analyses for remediation, fire and post-fire resuspension, and chronic resuspension scenarios.  Coordinated on-site wind tunnel studies of resuspension following prescribed burns and wildfires.

4                 Helped design and participated in field data collection for Gunnison, Colorado, air pollution capacity analysis.  Intensive three-day data collection effort studied shape and extent of wintertime inversion "cap" over valley.

4                Prepared air quality sections of a state-sponsored study of residential woodburning in Colorado in early 1980s.

4                 Evaluated the performance of the U.S. Forest Service’s Topographic Air Pollution Analysis System in determining the air pollution "carrying capacity" of Puget Sound, Washington, an area slated for potential refinery expansion and supertanker facilities.

4                 Performed a modeling study for the BLM and U.S. Forest Service to evaluate air quality constraints to energy development and mining in northwestern Colorado.

Health Risk Assessment/Air Toxics

 

4                 Directed dispersion modeling analyses for health risk assessment of two pulp mills in northern California.  Wrote computer software to combine output from two models based on individual source/receptor height relationships for input to risk assessment model.

4                Wrote computer program to analyze acute, noncarcinogenic health effects associated with expansion of a motor vehicle manufacturing complex in the San Francisco Bay area.

4                 Acted as Risk Assessment Task Leader for site investigation and remediation project involving a former manufactured gas plant site in Pueblo, Colorado.  Performed air pathway exposure assessment and supervised toxicological screening.

4                 Directed dispersion modeling analysis for health risk assessment at Colorado pharmaceutical plant.  Provided expert testimony at public hearings.

4                Directed preparation of air toxics emission inventory for airline maintenance facility in Oklahoma.
