Ms. McDonnell is a principal of Wind River Environmental Group LLC.  She is an air quality regulatory specialist practicing in the western United States.  Her areas of experience include:  air quality permit application preparation and review, air quality regulatory analysis and compliance assessment, air pollution emission estimates and inventories, environmental impact analysis document preparation, and environmental compliance audits and assessments.

 

Air Quality Permitting and Compliance

 

4                Prepared Prevention of Significant Deterioration (PSD) and Operating Permit application for natural gas-fired combustion turbine project in Maricopa County, Arizona.  Estimated emissions, wrote project description, conducted best available control technology (BACT) analyses, and provided permit negotiation support.

 

4                Prepared Prevention of Significant Deterioration (PSD) and Operating Permit application for natural gas-fired combustion turbine project in Pinal County, Arizona.  Conducted regulatory review and managed document preparation.  Directed emissions estimates, project description development, and best available control technology (BACT) analyses.

 

4                Prepared permit applications for temporary diesel-fired power generators in Colorado.  Estimated emissions, wrote project descriptions, conducted BACT analyses, identified applicable regulations, and provided permit negotiation support.

 


4                Prepared PSD application for modification to aluminum can manufacturing facility in Colorado.  Estimated emissions, conducted BACT analyses, and identified applicable regulations.

4                Conducted air quality-related due diligence audits at several refineries for the merger of two major American oil companies.  Estimated liabilities associated with compliance issues.

4                Reviewed air quality permitting status of gas well equipment in the Jonah Field in southwest Wyoming.

 

4                Led tasks to examine emission inventories developed for a southwest Wyoming modeling study and to analyze oil and gas source historical and projected emission trends in the same area.

 

4                Reviewed for technical accuracy and completeness a Title V Operating Permit application for a petroleum bulk loading facility in Colorado.


 

4                Developed a net emissions increase strategy for upgrades at a Louisiana natural gas processing facility that allowed the modification to avoid PSD review.  Prepared applications for the minor modification construction permit and revisions to the operating permit.

4                Contributed to Title V Operating Permit strategy development for a semiconductor facility in Idaho.  Analyzed facility emissions inventory, reviewed state permitting regulations, and assessed possible permitting approaches that would allow operational changes with limited permit changes.

 

4                Prepared emission inventory and compliance certification sections of a Title V Operating Permit planning and strategy document for a Department of Energy facility.

 

4                Provided technical assistance to a major beverage manufacturer in settlement negotiations for alleged permitting and reporting violations.

 

4                Managed preparation of minor New Source Review permit applications for numerous emission units at a beverage manufacturing facility in Colorado.

 

4                Conducted a fugitive emission inventory for an aerospace facility in Colorado.

 

4                Assisted a major beverage manufacturer in preparing a Reasonably Available Control Technology (RACT) report for VOC emission units.

 

4                Directed and peer reviewed estimation of emissions and preparation of annual report forms for a manufacturing facility in Colorado.

 

4                Managed an air emissions inventory for a major beverage manufacturer in Colorado.  This effort included source identification, emission estimation, history compilation, and permitting support.

 

4                As EG&G Idaho air quality coordinator, reviewed air quality permit and variance applications submitted by EG&G Idaho to the Department of Energy and the State of Idaho.  In addition, Ms. McDonnell was responsible for providing guidance and training to INEL contractor personnel on preparation of air quality permit applications.

 

4                Functioned as EG&G Idaho technical representative on the Department of Energy, Idaho Operations Office, Environmental Compliance Office, Permit Team.

 

4                Participated in planning and execution of an air emissions inventory at the Idaho National Engineering Laboratory.

 

4                Prepared Authority to Construct permit application for biomass‑fired power plant in Fresno area of California.  Conducted BACT analysis, peer reviewed offset analysis, and supervised document preparation.

 

4                Developed air quality permit conditions for oil processing facility in California.

 

4                Conducted air dispersion modeling analyses using EPA‑approved models for a variety of sources for use in air quality permit applications, health risk assessments, and environmental impact documents.

 

4                Prepared environmental report and Authority to Construct (ATC) permit application for coal‑fired cogeneration facility and enhanced oil recovery project in Monterey County, California.  Conducted BACT analysis, prepared project description, and supervised ATC permit application document preparation.

 

4                Calculated emission rates, Net Emissions Increase, and offset liability for an oil processing facility in California.

 

4                Contributed to the air quality section of an environmental impact report for modernization of Casmalia Resources Hazardous Waste Disposal Facility in California.  Developed computerized method of calculating emission rates for area and volume sources, and investigated potential mitigation measures.

 

4                Developed a plan outlining alternative procedures for certification and quality assurance of SO2 and NOx continuous emission monitors for a coal‑fired steam generating facility.

 

Environmental Impact Analysis

 

4                Provided input to the Department of Energy's Draft Environmental Impact Statement (EIS) for siting, construction, and operation of New Production Reactor Capacity.

 

4                Developed Management Plan for the Idaho National Engineering Laboratory, Waste Management Operations EIS.

 

4                Prepared environmental impact reports for three coal‑fired fluidized bed cogeneration projects in the Fresno area of California.  As assistant project director, supervised project description preparation, conducted landfill availability analysis, appeared at public hearings, and responded to agency and public comments.

 

Regulatory Compliance

 

4                 Performed compliance assessments as part of a comprehensive environmental, health, and safety assessment program for a food, beverage, and associated packaging products corporation.  This program covered 60 facilities in 12 states.


 

4               Served as Idaho National Engineering Laboratory environmental representative to Department of Energy Headquarters New Production Reactor Program, Environmental Compliance Division.

 

4                 Conducted annual and monthly environmental regulatory compliance assessments of facilities at the Department of Energy's Idaho National Engineering Laboratory.

 

4                 Assessed regulatory compliance of hazardous waste treatment storage and disposal facilities used by EG&G Idaho and located in Texas, Louisiana, Kansas, and Oklahoma.

 

4                 Provided environmental compliance guidance to operations personnel at the Idaho Chemical Processing Plant, a nuclear fuel reprocessing plant located at the Idaho National Engineering Laboratory.

 

4                 Developed procedures for calculating and reporting monthly environmental release rates from the Idaho Chemical Processing Plant.

 

4                 Presented training on operation and maintenance of a liquid radiation monitoring system to 50 technicians and their supervisors.
