Mr. Clouse is currently a principal of Wind River Environmental Group LLC (Wind River).  Wind River provides Permitting and Compliance assistance to both public and private organizations in the Rocky Mountain Region.  Mr. Clouse has served as Project Manager and participated in projects involving the preparation and review of construction permits, operating permits, prevention of significant deterioration permits, air quality program management plans, compliance strategy development, hazardous air pollutant identification, emission inventories and environmental compliance audits and assessments.  He has also served as a designated lecturer for EPA-sponsored courses on New Source Review (NSR) held for state agency personnel.  Mr. Clouse is a member of the Editorial Advisory Board for the Air Pollution Consultant published by Aspen Publishers Inc.

 

Air Quality Permitting and Compliance Projects

 

4                Prepared Prevention of Significant Deterioration (PSD) and minor source permit applications for several natural gas-fired combustion turbine projects in Colorado and Arizona.  Estimated emissions, wrote project descriptions, reviewed best available control technology (BACT) analyses, identified applicable regulations, researched regulatory issues, negotiated permit review issues with federal land managers, and conducted permit negotiations.

 

4                Provided air compliance and permitting services to a regional petroleum refinery.  Projects have been continuous over the past four years and have included air permit application preparation and review, regulatory analysis, and providing training and assistance to the refinery environmental staff.  Other refinery projects have included; preparing a storage vessel inspection and evaluation procedures, training refinery environmental and process inspection staff on compliance procedures, determining the applicability of the National Emission Standards for Hazardous Air Pollutants (NESHAPs) for Refineries, and assisting with regulatory negotiations with the Air Pollution Control Division and the Environmental Protection Agency.

 

4                Provide regulatory assistance to a large provider of computer-related services.  Assistance has included preparing permit applications, preparing a facility-wide air quality management plan, an ozone depleting compound management plan and conducting compliance assessments.  Recently completed an Environmental Impact Assessment of a Colorado facility on-site utility that identified air, water, wastewater, and waste impacts.

 

4                Project Manager for project that developed guidance documents, training materials, and checklists for State inspectors, permit writers, and source operators for the recently published National Emission Standards for Hazardous Air Pollutants for Petroleum Refineries, Natural Gas Transmission and Storage, Oil and Natural Gas Production, and Portland Cement Manufacturing Standards.

 

4                Project Manager for a public/private project between the Colorado Air Pollution Control Division and two Colorado Refineries.  During the project regulatory checklists and supporting guidance was developed for State inspector’s, permit writers, and refinery operators to help implement the National Emission Standards for Hazardous Air Pollutants from Petroleum Refineries.  The checklists incorporated seven overlapping New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants.

 


4                Prepared guidance material for the Colorado Air Pollution Control Division for sources subject to the work practice requirements in the National Emission Standards for Chromium Emissions from Hard and Decorative Chromium Electroplating and Chromium Anodizing Tanks.

 

4                Conducted an evaluation and prepared a report describing improvements needed to the compliance demonstration process associated with obtaining final approval construction permits for the Colorado Air Pollution Control Division.  This project analyzed the self-certification and final inspection process, provided an assessment of which procedures worked best, and made recommendations on what would make the process more efficient and effective.

 

4                Project Task Lead for emission reporting support to a major Air Force Command located in Colorado.  Tasks included completing emission inventories for six Air Force installations, three installations were located in Colorado.  Assisted with the preparation of a compliance action plan for air quality for Peterson Air Force Base.

 

4                Project Manager for Title V permitting for large petroleum refinery client with facilities in five states. Tasks under contract included emission inventory review, regulatory applicability analysis, operating flexibility analysis, monitoring, and preparation of the permit application.

 

4                Project Manager for PSD and Title V permitting of combustion turbines for a large electric utility client. Tasks under the contract include air monitoring, dispersion modeling, best available control technology (BACT) analysis, air quality related value analysis, coordination with local permitting agency, and preparation of an operating permit application. In-depth alternative siting analysis was conducted for two large study areas.

 

4                Project Manager for long-range resource planning project for a large electric utility client. Tasks included assessment of permitting requirements, costs, and lead time associated with various future additional generating options.

 

4                Project Director for a major utilities group developing a hazardous air pollutant identification process.

 

4                Project Manager for Title V permitting including modifications to existing permits for a motorized vehicle and personal water craft manufacturing facility. Tasks under the contract included preparation of the Title V operating permit, regulatory review, permitting evaluation, BACT assessment for hazardous air pollutant (HAP) sources, preparation of a permit application, and agency negotiations.

 

4                Technical Lead for synthetic minor permitting of a large aerospace manufacturing facility. Tasks under the contract included air emission inventory, determination of applicable regulations, pollution prevention and source consolidation assessment, negotiating synthetic minor rules with the state, and preparing a synthetic minor permit application.

 

4                Project Director for air quality services contract for a large aerospace manufacturing facility. Tasks under the contract included air emissions inventory, source testing, meteorological data plan development, compliance planning, and air quality program plan development.

 

4                Conducted a Title V compliance strategy workshop for a large petroleum pipeline company.

 

4                Provided regulatory analysis and compliance planning to a major petroleum pipeline terminal and pharmaceutical/chemical manufacturing facility.

 

4                Technical Task Lead for Title V permit assessment and assistance to a large Department of Defense (DoD) facility. Tasks included evaluation of permit strategy, review of existing permits permit review, agency negotiations, management briefing, and assessment of compliance strategies.

 

4                Project Director for permitting services for a motorized vehicle and personal watercraft manufacturing facility. Tasks under the contract included regulatory review, PSD permitting evaluation, and preparation of a permit application.

 

4                Participated in the evaluation of current and future resource needs of Title V requirements for a Midwestern state.

 

Additional Projects

 

Prior to his move into the consulting field, Mr. Clouse managed the Stationary Sources Program for the Colorado Air Pollution Control Division.  Through the supervision of senior and supervisory personnel, Mr. Clouse managed and directed the New Source Review Section, the Compliance Monitoring Section, and the Program Operation and Development Unit.  In this position, Mr. Clouse developed, implemented, and reviewed methods used to regulate emissions from all significant stationary sources of air pollution in Colorado and directed compliance monitoring activities.  He was responsible for developing and maintaining an inventory of all significant stationary source emissions in Colorado.

 

Mr. Clouse directed the development, preparation, revision, and implementation of regulations and procedural guidelines for Prevention of Significant Deterioration, volatile organic compound (VOC) control, and wood stove regulation.  He coordinated Stationary Source activities with other programs, including the Colorado Air Quality Control Commission, and provided assistance to the Colorado Legislature on wood stove/fireplace, asbestos, and operating permit legislation.

 

As Senior Air Pollution Control Specialist, Mr. Clouse was responsible for planning, implementing, and supervising the Colorado Air Pollution Control Division Enforcement Unit.  In this capacity, Mr. Clouse developed planned surveillance and enforcement procedures, developed working policies and procedures, and coordinated enforcement program activities throughout Colorado.  He planned and supervised local air programs through contract management and was responsible for the coordination of activities between the Colorado Air Pollution Control Division, local agencies, and industries in solving problems associated with air pollution control systems, enforcement strategies, regulations, compliance schedules, and other related problems.
